Signed Bid Security / Tender Bond
Required on contracts above specified threshold — 1–5% of bid price, from a licensed bank or insurer.
Completed Tender Schedules / BoQ
Every schedule in the issued tender document must be completed. No blank lines.
Declaration and Conflict of Interest Form
Signed by an authorised director. Missing or typed-only signature disqualifies the bid.

Company Background and Experience
Company history, legal structure, employees, locations, equipment, and certifications. Include previous public sector clients — government work carries more weight than private sector references.
Technical Methodology
The highest-weighted technical section. Describe specifically how you will execute the contract — mobilisation, staffing, quality control, risk mitigation, and reporting. Generic methodology scores lowest. Tailor to the specific entity and scope.
Team Profiles and CVs
Key personnel assigned to the contract with full CVs, qualifications, certifications, and directly relevant previous contracts.
Work Schedule / Implementation Plan
Gantt chart format showing mobilisation, milestones, and handover. Show monthly activities for contracts > 6 months; weekly for shorter contracts.
Pricing Schedule (Bill of Quantities)
Complete every line in the BoQ. Write 0.00 rather than leaving blank. Unit rates must be consistent with your methodology — evaluators flag discrepancies.
Certificates, Registrations and Compliance Documents
All administrative documents in a numbered annex. Clearly labelled tabs. Unnumbered, disorganised annexes slow evaluation and reflect poorly on the bidder.
Declaration and Signature Block
Must be signed by a company director — not an employee, not typed initials. A missing or unsigned declaration disqualifies the entire bid.
The most common disqualification mistakes
Expired ITF263
Valid for 30 days only. Request a fresh certificate within 3 days of the submission deadline — not 3 weeks before.
Wrong ZPPA supplier category
Bidding for a contract category you are not registered in is an automatic disqualification.
Unsigned declaration page
The most common single cause of late-stage disqualification. Must be a handwritten director signature — scanned or typed is insufficient.
Blank lines in the BoQ
Any blank line leaves evaluators unable to calculate your full price. The bid is typically rejected or scored at zero for those items.
Generic, copy-paste methodology

Missing bid security

Submitted after the deadline
